In year 2000, TBS conducted a pilot project to ensure that the federal government was meeting its accountability commitments under the Social Union Framework Agreement (SUFA). The three main social departments – Human Resources and Skills Development Canada (former Human Resources Development Canada), Health Canada, and Indian and Northern Affairs Canada reviewed their programs to ensure that SUFA accountability provisions were met. TBS developed reporting guidelines and a comprehensive SUFA template to report on results achieved through federal funding commitments made to provinces and territories. At the sunset of this pilot project (2003), TBS revised the definition of horizontal initiatives and developed guidelines integrating SUFA reporting into the Horizontal Initiative reporting. Definition: A horizontal initiative is an initiative in which partners1, from two or more organizations, have agreed under a formal funding agreement (e.g. Memorandum to Cabinet, Treasury Board Submission, federal/provincial agreement) to work towards the achievement of shared outcomes2. Examples of horizontal initiatives include the Climate Change Initiative, Canada's Drug Strategy, and the Youth Employment Strategy.
