Canada’s Performance 2002: each chapter will include ...
- an ISSUE section:
- a brief description of the policy area in question and its links to the federal government’s central priorities, as set out in the Speech from the Throne
- a brief description of the roles of the federal government in that policy area
- a WHAT WE KNOW section:
- current data on the indicators, trend data, and international comparisons (wherever applicable)
- a PERFORMANCE INFORMATION section:
- profiling one departmental Strategic Outcome with results information
- listing other related Strategic Outcomes (with links to resources and results through departmental plans and performance reports)
- Last year’s report had a "Program Performance Information" section:
- highlighting one program with results information
- listing other programs contributing to the outcomes described in the chapter
Departmental performance in this context ...
- If possible, situate strategic outcomes in relation to the broad theme to which your department directly contributes

- Not going to be perfect alignment of government performance to the four themes this year
- International efforts - link to Communities theme
- Corporate strategic outcomes are problematic
- Question of strategic outcomes which contribute to 2 or more themes
- Attribution can never be measured for societal-level outcomes (question of the government’s "contribution")

Horizontal Results
- What are "horizontal results"?
- results that are achieved through public policies, programs, and initiatives that involve more than one jurisdiction, department or partner in working towards shared objectives
- Why report on horizontal results?
- parliamentarians, standing committees and Canadians are requesting results information on issues that transcend departmental boundaries
Horizontal Results - in the DPR
- Discuss major horizontal initiatives and the results achieved in the body of the report
- Acknowledge the contribution of partners in the achievement of departmental Strategic Outcomes
- Template in the annex where departments are encouraged to provide information on other horizontal initiatives in which they are involved

SUFA
- Commits governments to be more transparent and accountable to Canadians on the outcomes of social initiatives
- Federal government has undertaken a pilot project to ensure we’re meeting these commitments
- 3 pilot departments and new volunteers reviewing selected programs through a SUFA accountability lens
- Reported out on these commitments in Canada’s Performance 2001
- Departments are encouraged to include how they are implementing the spirit or letter of SUFA in their DPRs and RPPs
- SUFA supports horizontal and departmental collaboration and results-based management
