Population Affiliation Report - Additional Notes

  • The parliamentary session is identified by 39/01.

  • The legal name is used to identify the organization.

  • The ministerial affiliation MIN.AFFIL. is a department code that identifies the Minister through whom the organization reports to Parliament.

  • The values displayed under CORP. CODE represent the different types of corporate entities as they appear in the Public Accounts of Canada. The values indicate the following:

    0 - Not a corporate entity
    1 - Parent Crown corporation
    A parent Crown corporation means a corporation that is wholly owned directly by the Crown, but does not include a departmental corporation.
    2 - Joint or mixed enterprises
    Joint Enterprises are corporate entities whose shares are partially owned by Canada, through a minister. The balance of shares is owned by another level of government.
    Mixed Enterprises are corporate entities whose share are partially owned by Canada, through a minister. The balance of shares is owned by private sector parties.
    3 - Other entities
    This category includes corporate entities in which Canada holds no shares but, either directly or through a Crown corporation, has a right pursuant to statute, articles of incorporation, letters patent or by-law, to appoint or nominate one or more members of the board of directors or similar governing body.
    4 - International organizations
    International organizations are corporate entities created pursuant to international agreements by which Canada has a right to appoint or elect members to a governing body.
    Z - Status unknown
  • The columns under STATUS UNDER THE FOLLOWING ACTS denote whether or not the organization is subject to the

    • Public Service Staff Relations Act (PSSRA)
         [until April 1st, 2005]
      Financial Administration Act (FAA)
         [before April 1st, 2005]
         [from April 1st, 2005]
      Public Service Employment Act (PSEA)
         [until December 31, 2005]
         [from December 31, 2005]
      Official Languages Act (OLA), and
      Public Service Superannuation Act (PSSA)
      Access to Information and Privacy Acts (AIPA)

    Whenever the letter 'Z' appears under any Act for proposed organizations, it signifies that the status is unknown at time of publication of PAS.
  • Until April 1st, 2005, the values under the column PSSRA indicated the following information:

    0 - the organization is not subject to the PSSRA.
    1 - the organization is subject to the PSSRA and is listed in Schedule I, part I.
    2 - the organization is subject to the PSSRA and is listed in Schedule I, part II.
    Z - status unknown

  • Before April 1st, 2005, the values under the column FAA indicated the following information:

    0 - the organization is not subject to the FAA.
    1 - the organization is subject to the FAA and is listed in Schedule 1.
    2 - the organization is subject to the FAA and is listed in Schedule 2.
    3 - the organization is subject to the FAA and is listed in Schedule 3, Part 1.
    4 - the organization is subject to the FAA and is listed in Schedule 3, Part 2.
    5 - the organization is subject to the FAA as a 'Branch Designated as Department' but is not listed in a Schedule
    6 - the organization is subject to the FAA but it is not listed in a Schedule.
    7 - the organization is exempt from Part X of the FAA.
    8 - the organization is a wholly owned subsidiary of a Crown Corporation
    9 - the organization is a wholly owned subsidiary that has been directed by an Order in Council to report as if it were a parent Crown Corporation
    Z - status unknown

  • Since April 1st, 2005, the values under the columns FAA :
    HR Universe: applies to people
    indicate the Schedules of the FAA.
    The X identifies the 'Other federal organizations' that do not fall under a Schedule.

    Financial Administration purposes: applies for financial management
    indicate the Schedules of the FAA.
    The X identifies the 'Other federal organizations' that do not fall under a Schedule.

    Note: an organization can be subject to two Schedules of the FAA.

  • The values under the column PSEA indicate:

    N - the organization is not subject to the Act
    S - the organization is subject to the Act
    Z - status unknown

  • The values under the column PSSA and OLA indicate the following:

    N - the organization is not subject to the Act
    S - the organization is subject to the Act
    Z - status unknown

  • The values under the column AIPA indicate the following information:

    0 - an organization which is not subject to either the Access to Information (AIA) or the Privacy Act (PA)
    1 - an organization which is subject to both AIA and the PA
    2 - an organization which is subject to the AIA only
    3 - an organization which is subject to the PA only
    Z - status unknown

  • The 'Agent' field indicates if the organization is an agent of Her Majesty.

  • The letter under the column INPUT STATUS indicates the following information:

    A - An organization created by the legislative or administrative process
    C - A modification to the information concerning an organization
    P - A proposed organization allocated a code for administrative purposes only, pending the passage of the legislation currently before the House or the passage of an Order in Council fixing an effective date or authorizing the divestiture or dissolution of the entity

  • Where Treasury Board is the employer, the column entitled Number of Employees, indicates the number of active employees, not the full-time equivalent (FTE) count.

    Personnel data for most of the organizations is stored and maintained centrally in the Personnel Management Information Systems listed below:

    • Incumbent System
    • Position and Classification Information System
    • Extra Duty Reporting System
    • Entitlements and Deductions System
    • Leave Reporting System
    • Superannuation Contributor and Benefits System
    • Mobility System

    For Separate Agencies, the Number of Employees has been provided for organizations that use the Public Works and Government Services (PWGSC) Pay System. Please note that the Treasury Board is not the employer for these organizations. The specific need to be verified by the user of this report, as required and through the proper authorities. Personnel data is only available when the PWGSC Pay System is used by the organization. Data is stored and maintained when applicable, in the following systems:
