DATE: November 29, 1999
TO: All Senior Financial Officers (SFOs)
SUBJECT: Corcan-Acceptance of Acquisition Credit Card
Further to our Information Bulletin dated March 1, 1999, we have reviewed
Corcan's transactions for the initial pilot period. The implementation of the Corcan
credit card system took longer than initially expected and Corcan had little time to
promote the program with other government departments. In that short time frame, Corcan
generated transactions amounting to $80,000. We have agreed to extend the pilot period in
order to allow Corcan to launch a publicity campaign. This will also give us the time to
better evaluate the overall results and the impact of FIS on interdepartmental
transactions processing.
This bulletin is to notify you that TBS has extended the authority for Corcan to accept
regular commercial acquisition cards to settle purchase of goods by federal government
departments and agencies. As indicated before, we recognize that this is a minor deviation
from policy, and advise that the following three conditions will continue to be part
of the arrangement:
- It is an interim measure pending a comprehensive solution being developed by TBS and
PWGSC.
- Corcan must assist OGD's with the accounting challenge.
- An evaluation of this initiative will be carried out in November 2000.
Please share this announcement with appropriate officials in your organization and
ensure that the Corcan transactions are properly accounted for as interdepartmental
transactions.
