Completed Phase I Projects

A comprehensive research agenda is part of the Government of Canada's National Homelessness Initiative (NHI). Better research will not only lay the foundation for understanding the root causes of homelessness, but will also support future policy development and serve as a resource for accountability and reporting related to the NHI.

To learn more about the research projects funded through the NHI, please review the project summaries below.

Structural and Systematic Determinants of Homelessness
Summary The Canadian Council on Social Development was asked to conduct a literature review of structural and systemic factors contributing to homelessness in Canada, with a focus on empirical literature for the 1990s; to identify gaps in the research; and to propose research strategies to fill the gaps.

Shelter Costs and Income in Canada: Social and Geographic Dimensions
Summary This report was prepared to provide background information on the nature and extent of the risk of homelessness in Canadian society. While the immediate causes of homelessness for individuals reflect specific events and personal circumstances in which mental illness, alcohol and drug addiction and loss of social support play significant roles, the conditions in housing markets which produce limited supply and high prices for low quality housing also increase the likelihood of individuals experiencing homelessness. The underlying premise of the report is that declining affordability of housing is an indicator of a higher risk environment for the occurrence of homelessness.

Households at Risk of Homelessness: Distributional Patterns within Eleven Canadian Metropolitan Regions
Summary The analytical findings of the report are designed to identify where, within metropolitan areas, households at greatest risk of homelessness reside. Secondary purposes are to compare and contrast the spatial distributions of such households between different urban places and, within each metropolitan area, to compare the spatial distributions associated with different types of households at risk of homelessness. Data analysed in this report was derived almost exclusively from Statistics Canada's published census tabulations disaggregated to the level of census tracts.
