Departments at the Bank

Financial Markets Department

Market Analysis and Operations (MAO) team is responsible for: all day-to-day coverage and ongoing analysis of the foreign exchange market, the stock markets (Canadian and foreign), and the domestic fixed-income market; oversight during auctions of Government of Canada treasury bills and bonds; conducting market transactions as necessary for domestic market or foreign exchange intervention, hedging and client requirements, providing advice for the formulation and implementation of monetary policy, and managing the Bank of Canada's pension fund.

Foreign Reserves Management (FRM) team manages Canada's international reserves, composed of a large global money market and fixed income portfolio. Investment management and trading is conducted with dealers in North America and Europe. The team also contributes to the formulation and implementation of the reserve portfolio's investment policy, in conjunction with the Department of Finance and the Bank's Financial Risk Office.

In consultation with the Department of Finance, the team also manages the government's foreign currency liabilities (Canada Bills, fixed income liabilities, and cross currency swaps), which are used to fund foreign exchange reserves.

In addition to portfolio management, an important part of the FRM team's role is to provide regular briefings to senior management on international financial market developments. FRM is the primary "Fed watcher" in the Bank, and this work helps to provide input into the Bank's monetary policy process.

Domestic Debt Management (DDM) team works closely with the Department of Finance and other teams in the Financial Markets Department on issues related to the government's domestic debt borrowing program. More information on the government's borrowing programs and strategies is available from the Department of Finance's website.

Most of DDM's activities are directly related to the Bank's role as fiscal agent for the Government of Canada. The team conducts research and analysis to provide policy advice on funds management, and to better understand longer-term trends and developments in the domestic fixed-income market.

Financial System and Monetary Policy Analysis team (FMPA) analyses financial system and monetary policy issues from a financial markets perspective, develops policy approaches, and provides advice to Bank management.

FMPA's work focuses on policy and structural developments affecting Canadian financial markets. FMPA analyses market trends, and develops tools and empirical approaches to extract meaningful information from market data. The team works with the Bank's senior management in developing policy approaches to promote and enhance the safety and efficiency of Canadian financial markets. FMPA also provides analytic support for the Bank's partnerships with financial market participants; for example, meetings of the Heads of Regulatory Agencies.

FMPA provides advice on appropriate tactics for the conduct of monetary policy, financial market communications issues, as well as other market issues relevant to the formulation and effectiveness of monetary policy.

The team's work appears in the Bank of Canada Review, the Financial System Review, Bank of Canada Working Papers and various journals.

Systems and Data Services team provides business analysis and support for Financial Markets Department applications and data management.

Treasury, Auctions and Settlement Systems team manages the government's domestic short-term investment and borrowing needs, TASS forecasts the government's domestic funding requirements, develops the short-term borrowing program (treasury bills) to meet these requirements, and invests short-term surplus funds via term deposits. TASS is also responsible for conducting all securities auctions related to the domestic bond and treasury bill program, and auctions to invest any short-term surplus funds.
