Saskatchewan Health and the Canadian Centre on Substance Abuse (CCSA) co-sponsor the Health, Education, and Enforcement in Partnership (HEP) through the employment of an implementation coordinator.
 
Project Hope, Saskatchewan's Action Plan for Substance Abuse, was announced in August 2005.  The four targeted areas-Treatment, Supply Reduction, Coordination and Prevention-are dedicated to reducing the impact caused by substance abuse in all sectors of our province through various strategies.  HEP and the Action Plan are initiating partnerships that promote the development of multi-sectoral affiliations across the province in response to increasing harm caused by availability and consumption of substances by certain sectors of the population. The HEP philosophy fosters a community-based approach, whereby the coordinator acts as a link among communities, the province and the national drug strategy.  The coordinator shares resources and information concerning successful community models and best practices and also helps to ensure enhanced communication.  Ultimately, these strategies will articulate a common purpose and outline a framework that will allow all stakeholders to unite in their efforts to decrease the harm associated with substance abuse. The HEP coordinator will help to foster collaborative and mutually respectful relationships between all the stakeholders and the general public in this multi-dimensional issue.  Several larger communities currently have drug strategies in place and many smaller areas are in the developmental stages of group formation.

Mental Health and Addictions services are delivered by each of the Regional Health Authorities in Saskatchewan. Staff of the Health Regions will be responsible for implementing several initiatives of Project Hope and ensuring a continuum of addiction services.
