The goal of the provincial and territorial HEP Networks is to work together to support or enhance the development of a drug strategy that addresses specific provincial or territorial substance use and abuse concerns. The HEP Networks are driven by the needs of their respective province or territory and are guided by the National Framework for Action on Substance Use and Abuse where appropriate.
By participating in the provincial/territorial HEP Network, members:
have the opportunity to create new partnerships in the substance use and abuse field;
discuss and address areas of mutual concern;
contribute to provincial/territorial planning efforts; and
benefit from and contribute to the activities and lessons learned of other HEP Networks, CCSA, and the efforts of the National Framework for Action on Substance Use and Abuse.

The HEP Program, the HEP Implementation Team, and the HEP Networks provide a new opportunity for all of Canada's substance use and abuse stakeholders to share information and identify opportunities for collaborative action with each other, with all provinces and territories, and with national and federal organizations.
