CCSA's HEP Program, the HEP Implementation Team, and the HEP Networks provide a new opportunity for all of Canada's substance use and abuse stakeholders to share information and identify opportunities for collaborative action with each other, with all provinces and territories, and with national and federal organizations.
CCSA's HEP Program is managed by CCSA employees committed to facilitating the development and implementation of the National Framework for Action on Substance Use and Abuse and Canada's Drug Strategy across Canada by supporting the HEP Implementation Team and providing a forum where national, provincial/territorial and municipal stakeholders can share information and ideas:

CCSA is committed to:
- Assist with the development of provincial/territorial HEP Networks;
- Provide the HEP Networks and interested stakeholders with a range of information products drawn from other CCSA activities and networks;
- Act as coordinating body for the training, support and development of the HEP Implementation Team;
- Coordinate other CCSA qualified personnel, physical facilities and services required to carry out the terms of this partnership; and
- Encourage HEP partners to liaise with CCSA to capitalize on existing resource databases, reports, networks, partnerships, etc.
