General - Waste Management (Environmental Protection Act): Regulation 558/00 makes extensive amendments and additions to the regulation, including: replacing or adding Schedules 1 (Hazardous Industrial Wastes); 1.1 (Exempt Hazardous Waste Industrial Sites); 2 (Acute Hazardous Waste chemicals); 4 (Leachate Quality Criteria); 5 (Test Method for the Determination of "Liquid Waste" (slump test). 2. AMENDMENTS

The following list contains information about amendments which have come into force between November and December 2000, and have been incorporated in the respective legislation by CCOHS staff. The amended legislation will appear on subsequent issues of the Canadian enviroOSH Legislation

2. CANADA
ACTS

Canada Marine Act: Sections 65(3) and 143 of the Act (S.C. 1998, c. 10) are now in force.

Government Employees Compensation Act: As a consequential amendment of 2000, c. 12 (Bill C. 12) the definitions "common-law partner" and "dependant" are added to section 2, and section 10 is replaced (parental election under section 9).

Merchant Seamen Compensation Act: As a consequential amendment of 2000, c. 12 (Bill C. 12) the definition of "survivor" is added to section 2(1), sections 31 and 32 are amended, section 33 repealed, and section 44 replaced (cases where compensation may be diverted).

REGULATIONS

Domestic Substances List (Canadian Environmental Protection Act, 1999): Regulation SOR/2000-345 adds 2 chemicals to Part I of the DSL and deletes 1; Regulation SOR/2000-346 adds 24 chemicals to Part I and 20 chemicals to Part II of the DSL.

Marine Occupational Safety and Health Regulations (Canada Labour Code, Part II): Regulation SOR/2000-388 adds Part XIV, sections 14.1 to 14.8 ("HAZARDOUS OCCURRENCE INVESTIGATION, RECORDING AND REPORTING").

2. ALBERTA
REGULATIONS

General Safety Regulation (Occupational Health and Safety Act): Regulation 210/2000 adds section 14.1 (employer requirements for workers working alone). Note: From Reg. 210/2000: "If a worker is required to work alone immediately before this Regulation comes into force, [October 4, 2000] the employer shall conduct a hazard assessment under section 14.1(2) of the General Safety Regulation (AR 448/83) within 90 days of the coming into force of this Regulation and shall conduct further hazard assessments after that date in accordance with section 14.1(5) of the General Safety Regulation (AR 448/83)."

Oil Sands Conservation Regulation (Oil Sands Conservation Act): Regulation 226/2000 makes several amendments, including: repealing several definitions in section 1; repealing sections 12, 23, 25, 46, 50, 52, 53 and 59; replacing section 21(2) (standard for volume corrections); adding section 41.1 (records and reports for Board) and 62 (sunset provision).

2. BRITISH COLUMBIA
REGULATIONS

Fishing Industry Regulations (Workers' Compensation Act): Regulation 364/2000 renumbers section 5(2) as 5(3) and adds a new 5(2) (persons engaged in transmitting payments to commercial fishers).

Motor Carrier Regulation No. 2 (Motor Carrier Act): Regulation 309/2000 adds section 2.1 (exemption - limited municipal taxis).

Motor Vehicle Act Regulations: Regulation 303/2000 adds sections 22A.01(1.1) and 22A.03(4). The additions concern collector motor vehicles. Regulation 370/2000 adds section 32.05 (exemption from seat belt assembly requirements for sheriff escort vehicles).

2. NOVA SCOTIA
REGULATIONS

Fuel Safety Regulations (Fire Prevention Act): Regulation 185/2000 amends sections 2 (standards), adds section 2A (regulations not applicable to "gas delivery system"), replaces section 11(3), and amends section 16(1).

General Regulations (Workers' Compensation Act): Regulation 195/2000 replaces section 20 (gross average earnings).

Pipeline Regulations (Pipeline Act): Regulation 184/2000 amends section 9 (standards; latest version of standards specified).

Water and Wastewater Facility Regulations (Environment Act): Regulation 140/2000 amends sections 2(p) & (r); replaces section 14 with sections 14 to 18 (Part IV - Monitoring Public Drinking Water Supplies); and amends Tables 1 & 2 of Schedule "A".

2. ONTARIO
ACTS

Highway Traffic Act: 1998, c. 38 is now in force which amends several sections and adds Part XIV.2 (sections 205.15 to 205.25). The changes will permit evidence obtained from red light cameras to be used for a period of two years in areas designated by regulation for the purpose of enforcing subsection 144 (18) (failing to stop at a red light or proceeding before the light turns green).

3. REPEALED LEGISLATION

The following documents were repealed by the respective jurisdictions and are removed from the Canadian enviroOSH Legislation series as of December 2000. The title of the repealed legislation is given and, in the case of regulations, the authority under which they were made (Governing Act).
