ODC pilot program

The Organic Delivery Contract (ODC) pilot program was created to meet the needs of organic wheat farmers who have been asking the CWB to get involved in marketing their grain. Farmers who participate in the pilot ODC will benefit from:

Through the ODC, organic farmers will be paid the conventional pool price on the grade of wheat they deliver plus an organic premium paid up front and at the end of the year, representing a pooled value for premiums from all organic sales.

For 2006-07, the ODC will run as a pilot program and will only be available to members of COCC. After evaluation of the pilot, the CWB may open and expand the program to more farmers in future years.

How does the ODC work?

Sign up an ODC for organic milling wheat. The grain will be called throughout the year as sales are made. Deliveries will be made to the SWP elevator at Rowatt, Saskatchewan. You will be paid eligible storage payments, the CWB initial price and an initial organic premium. Later, you will receive remaining CWB pool payments and a final organic premium payment based upon a pooled return of the value of the organic premium on the year's sales.

Step 1: Sign up (Deadline date was Tuesday, October 31, 2006)

Beginning September 1, 2006, commit your volume to the ODC by requesting an application form from the CWB's Fax on Demand service, downloading it from the CWB Web site sign-up form at www.cwb.ca or calling the COCC office at (306) 463-1008. Click here for terms and conditions (PDF format 23 KB).

Sign up began September 1, 2006 and ended Tuesday, October 31, 2006.

Step 2: Harvest sample

Take a representative harvest sample of your grain following the instructions from COCC. Submit the representative sample, along with an affidavit, to the COCC office for third-party testing. There will be a non-refundable testing fee for the sample, payable to COCC.

Step 3: Acceptance

The CWB will contact you if your sample meets the grade requirements for the milling program.

Step 4: Delivery

The COCC will contact you to ask you to deliver the grain. You will fax back the delivery confirmation form and will have seven days to deliver the grain. If you are unable to deliver in that time, you must immediately inform the COCC. Deliveries will be made to the Saskatchewan Wheat Pool (SWP) elevator in Rowatt, Saskatchewan. Grain will be called as sales are made. Farmers will receive storage payments. COCC will arrange trucking to the elevator.

Step 5: Grading at the elevator

The SWP will test and grade the grain as it enters
the elevator. Your initial payment and initial organic premium payment will be based on the grade at delivery.

Frequently asked questions

How much will the initial organic premium be?

The initial organic premium will be announced at the opening of the sign-up period. However, in this pilot year the initial will likely be conservative to allow for market uncertainty.

What grades will be accepted?

The CWB will offer a milling wheat program to meet buyer specifications for No. 1 and No. 2 Canada Western Red Spring (CWRS) with a 13.5 per cent or better protein content. The CWB will also accept grades that will blend to meet this objective.

What about lower quality wheat or durum and barley?

The CWB will evaluate sales opportunities for feed and lower grade wheat, as well as durum and barley. Additional delivery contracts may be announced.

Can I change my mind and cancel the ODC?

After you sign up for the contract, there is a waiting period during sample testing until the CWB accepts the offer. After acceptance, you have until October 2, 2006 to cancel the contract for an administration fee of $30. After this date, cancellation will result in liquidated damages charges, as the CWB will be relying on these commitments to make sales.

Do I need to be a COCC member to sign up for the ODC?

The pilot project is run in cooperation with COCC, so participants must be COCC members. COCC will accept new members for a fee of $100.
