Selected barley FPC

The FPC for selected barley is a new addition to the family of Producer Payment Options offered by the CWB for the 2006-07 crop year. Like other FPC programs, you can choose to lock in a price for your barley providing greater control over when you are paid and how much you receive.

An FPC is available for selected barley beginning February 27, 2006. The sign-up deadline is November 1, 2006 at 7:30 a.m. CT, or until the program limit of 200 000 tones is achieved.

How the FPC for selected barley works

The FPC enables you to lock in a price for all or a portion of your barley before the deadline date.

The FPC value is based on the CWB Pool Return Outlook (PRO) for the reference grade of Standard Select Western (Two-Row and Six-Row) minus a discount for risk, time-value of money and administration costs of the program. The producers who use it cover any costs related to the program.

The FPC provides pricing flexibility before or after your barley has been accepted under a CWB Selected Barley Storage and Delivery Contract.

If your barley is not accepted or rejected at a later date, you will have the option to transfer the tonnage to an FPC for feed barley. You will receive the feed barley value posted on the date of your selected barley FPC and the CWB will charge a fee representing the costs of the opportunity to transfer, as determined by the current market spreads.

The FPC pricing schedule for selected barley is announced every business day at 2:30 p.m. CT and is effective until 7:30 a.m. CT the next business day.

If you choose the FPC, you receive full payment within 10 days of delivering and settling for your barley. These deliveries are no longer in the pool account and are not eligible for adjustment, interim or final payments.

The FPC for selected barley is a contract specific to the holder. If you are an interested party on a CWB permit book, you have to apply for your own FPC to receive payment for delivery of selected barley under the program. Deliveries will be applied on a first in, first applied basis.

You can commit to contracts over the phone by providing your CWB Producer Identification Number along with your Personal Identification Number (PIN). Fax commitments are also accepted at (204) 983-8031. Sign-up application forms are available by contracting the CWB and local elevators.
