Postal Boxes/Containers/ Bag Service/General Delivery

What is it?  to top of page

A postal box is a numbered compartment in a post office that is kept locked, and to which the boxholder and postal employee have access.

The container/bag service is a service whereby containers or bags are assigned to a Customer for the delivery of mail, either because postal boxes are not available or because the size of the postal boxes cannot accommodate the volume of mail addressed to this particular Customer.

The General Delivery service at post offices is offered to the travelling public, Customers with no fixed address within the Letter Carrier delivery area, or to anyone who cannot receive their mail from the normal delivery modes.

In Canada, the term “General Delivery” is used in English and “Poste restante” in French. The international term, however, is always “Poste restante”.

Definitions  to top of page

Rural postal box price means:

  1. all offices – groups 1 to 6
  2. semi-staff offices – grades 1 to 6
  3. all grade 7 offices with postal box delivery only.

Rural route and suburban delivery are not taken into consideration in defining the rural postal box price.

Urban postal box area means:

All staff offices grade 7 and higher that provide delivery through a combination of postal boxes and one or more of the following:

  1. Letter Carrier
  2. community mail boxes
  3. kiosks.
NOTE: The minimal rental period for a postal box, container or bag is three months.

Primary Mode of Delivery  to top of page

Each Customer is entitled to one free mode of delivery per civic or physical address in the same community. This primary mode of delivery is the free method of mail delivery assigned to a Customer by Canada Post. A postal box will be free of charge only if Canada Post assigns it as the primary mode of delivery.

Customers may rent a convenience postal box and/or bag service in place of, or in addition to their primary mode of delivery, for a fee. Go to Canada Post Prices.

Postal Box Rental

A person or a firm wishing to receive postal box or bag service must complete a Request for Postal Box/General Delivery/Bag Service form (41-012-009) and pay the fee in advance for the rental period. In case the applicant is unknown to the postmaster, the applicant must supply satisfactory identification documents similar to those required when cashing Money Orders, or must provide proof of incorporation or registration with the province if the applicant is a corporation, unincorporated association or partnership, or uses the name of a firm.

The address of a postal box Customer must be identified by the postal box number (a civic address may be used in conjunction with the postal box number). However, in the case where the applicant’s address is different on mail for each service and the appropriate fees have been paid, an applicant may be given more than one postal box or bag service, or both a postal box and bag service depending on the availability of the service.

In the case of convenience box rentals, only four individuals, four families or two businesses (or a combination of two family names and two businesses) can use a postal box. The medium, large and X-large postal box sizes are recommended for business use.

NOTE: Canada Post is not responsible for missorts caused by similar addresses.

Cancellation of service

By using a postal box, the commercial Customer signifies his/her agreement to the terms and conditions set out at the back of the Postal Box/General Delivery/Bag Service Agreement and Receipt form (41-012-021). If the Customer does not agree with the terms and conditions, he or she may return the Postal Box keys within 5 days of the purchase date shown on the receipt for a full refund.

After the first 5 days full refund period, the Customer may cancel the service at any time. The fee representing the initial three months is not refundable. Refund amounts are determined by applying the non-refundable portion and an administration fee. Go to Canada Post Prices.

Refunds on deposits for up to two keys may also be given to the Customer.

Renewal/termination of service

One month before the expiry date of the rental period, a first notice is placed in the postal box or bag. A second notice is placed in the postal box or bag one week before expiry of the rental period informing the boxholder that the renewal fees must be paid or the service will be terminated on the day after the rental period expires.

Furthermore, service may also be terminated when:

  • the boxholder is not using the service in a responsible manner
  • it is not being used in accordance with the regulation
  • a prohibitory order (made under Section 43 of the Canada Post Corporation Act) is in force
  • when the boxholder cannot enter into a contract according to the laws of the province or the parent or guardian requests that the service be terminated.

In the above cases, a Registered Mail letter is given to the boxholder (except where a prohibitory order is in force) stating that mail delivery to the postal box or bag is suspended immediately. Also, unless the boxholder proves that the service is being used in accordance with the regulations, the service will be terminated one week from the date of the Registered Mail letter. Refunds for fees paid may be given to the boxholder when Canada Post terminates the service. Refunds will be given in the same manner as in the cancellation of service.

Whenever the service is cancelled or terminated and the addressee has not filed a Change of Address Notification with Canada Post, the mail addressed to the boxholder will be treated as undeliverable mail and the items returned to sender.

Postal Box Keys

Primary mode postal box Customers receive two postal box keys free of charge. Convenience Customers who rent their box must pay a deposit fee for the keys, which is refundable upon termination of the rental period. Go to Canada Post Prices.

In all cases (primary and convenience), when both keys are lost, the lock must be changed.

Primary mode Customers who lose their initial set of two keys must pay the applicable key deposit fee to obtain a new set. Convenience mode Customers who lose both keys lose their key deposit.

Customers who request that their postal box lock be changed must return both keys in order to be refunded at the original rate. Customers will then be charged the current key deposit rate. Customers who return only one key will not receive a refund.

General Delivery  to top of page

Mail for General Delivery/Poste restante is normally held for pickup by the addressee at the local main post office. In large metropolitan areas where there is more than one large postal facility, one of the facilities in the area is designated as the pickup point for General Delivery/Poste restante mail.

General Delivery is the primary mode of delivery for Customers who meet one of the following requirements:

  • do not have access to Letter Carrier, rural route, suburban service mail delivery or postal box service;
  • are identified as the ‘travelling public’. This General Delivery service is not to extend beyond a period of four months. If the stay exceeds the limit, the Customer must declare a permanent address and a primary delivery mode will be assigned according to the civic address;
  • are temporarily living at their cottage or seasonal home and do not have access to existing rural route delivery. To qualify, the cottage or seasonal home must be in a different community than the principal residence;
  • are registered on a waiting list for a postal box.
