Major-General Bouchard was born in Chicoutimi,
Quebec in 1957. He enrolled in the Canadian Armed Forces in 1974
under the Officer Candidate
Training Plan. He underwent pilot training graduating in 1976 as
a helicopter pilot.
Upon graduation as a CH136 Kiowa pilot, MGen Bouchard was posted
to 427 Tactical Helicopter Squadron at CFB Petawawa. In 1980, he
attended the Canadian Forces Staff School and was subsequently posted to
the sixth Cavalry Brigade Air Combat, Fort Hood, Texas.
As the first Canadian Exchange Officer selected for duty on Cobra
Attack Helicopters, MGen Bouchard initially served as Aeroscout
section leader flying the OH 58A and OH 58C. Following transition
to
the AH 1S (Enhanced Cobra Advanced System - ECAS) at Fort Rucker,
Alabama,
he was appointed as Aeroweapons Platoon Leader where he served the
remainder
of his tour. He returned to Canada in 1982 and joined the Air Ground
Operations School (AGOS) at CFB Gagetown as a member of the directing
staff
- LOH and AH operations.
After attending the Canadian Land Forces Command and Staff College
in 1983, MGen Bouchard was promoted to the rank of Major. On
returning to 403 Helicopter Operational Training Squadron, he held
appointments
as LOH and UTTH Flight Commander. He completed his instructional
tour as the Officer Commanding AGOS. MGen Bouchard attended the
Canadian Forces Command and
Staff College in 1986.
On graduation, he was posted to Air Command Headquarters,
CFB Winnipeg, serving as Staff Officer and then Senior Staff
Officer Tactical Helicopter on promotion to Lieutenant-Colonel.
In 1991,
he
took command of 444 Tactical Helicopter Squadron, Lahr, Germany
until closure in 1992. On return to Canada, he was posted to NDHQ
as Personnel
Career
Officers Pilots.
On promotion to Colonel in 1995, he took over the responsibilities
of Deputy Chief of Staff Personnel at Air Command Headquarters.
He was promoted
BGen in December 2000 and appointed DComd CONR NORAD. In July 2004 he was promoted to his present
rank and appointed as Commander 1 Canadian Air Division in Winnipeg.
