Bouchard, OMM, CD, the Commander of 1 Canadian Air Division,
congratulations on having been selected to attend Basic
Flight Safety Course to be held at 17 Wing Winnipeg,
Manitoba.
The course is a comprehensive program
designed to prepare candidates to assume the duties
of a UFSO, D/UFSO, or FS NCM at the squadron or unit
level. Candidates consist of aircrew, maintenance, and
AEC personnel from across the Canadian Forces. While
course material will acquaint you with a variety of
Flight Safety topics, it will also be a great opportunity
to discuss safety issues and techniques with members
from other units.

to your personal and professional endeavours.

- The Basic Flight Safety Course
(BFSC) is held 5-6 times a year at 17 Wing, Winnipeg,
Manitoba or 14 Wing Greenwood, NS.
- The course objectives are to
teach candidates to develop & implement a flight
safety accident prevention and education program as
well as to respond to flight safety occurrences; reporting,
investigating, implementing preventive measures.
- Classes will be presented at
the CFSSAT Building 75 and at 1 CAD HQ, Building 25,
at 17 Wing Winnipeg (see
map).
- The courses are 7 days long
starting on Tuesday at 0730 hrs to the following Wednesday
at 1530 hrs. This should provide ample time for personnel
to depart on Wednesday afternoon to return home. Give
at least 1 1/2 hour to get to the airport and check
in, i.e. 1730 hrs for the earliest flight out. The
weekend is free time aside from supplemental reading.
- Instruction will include lectures
and practical exercises conducted by 1 Cdn Air Div
FS staff and guest speakers.
- All course material, i.e. course
binder, work sheets & laptops will be provided.

- There are 3 pre-course assignments
to be completed. They are as follows: a FSIS tutorial
and questionnaire, a flight safety article to be published
in flight comment magazine, and a HFACS Reading Assignment.

- Participants will stay on base
in transient quarters (very close to all messes).
- Those requiring accommodations
are required to contact the WACCN
Office at 17 Wing Winnipeg to confirm block booking
as soon as possible. This message should confirm your
arrival / departure times, and whether you are a smoker/non-smoker.
- Contractors or Foreign Military
candidates who elect to not utilize on base accommodation
will be responsible for their own accommodation arrangements.
- Candidates arriving during working
hours (0700-2300 hrs weekdays and Sat/Sun) should
report to BB 79 main lobby for their room key and
meal card. Candidates arriving outside of these times
should pick up their room key and meal card at the
MP building on the Whytewold Road entrance.

- The Wing Operator will connect
the caller with appropriate wing duty or reception
personnel. Callers should have your name, rank, course
title and accommodation building and room number.

after arrival.
- NOTE: COURSE CANDIDATES ARE
RESPONSIBLE FOR ENSURING THEY HAVE A SUFFICIENT ADVANCE
TO COVER COST OF TD.
- Taxis from Winnipeg
International Airport to 17 Wing cost approximately
(Can) $15.
- Military transport will not
be provided from the airport.
- Candidates arriving with their
own cars will be required to obtain a temporary vehicle
pass at the Military Police guardhouse at the Whytewold
Road entrance to the base.
- Dress of the day or flight suits
is acceptable. To accommodate personnel traveling
home, civilian dress is allowed for those traveling
on the last day. NO BLUE JEANS, SHORTS or SANDALS
as per Wing dress policy. Casual dress is acceptable
for all meals.
