Minister of Environment
Guy Boutilier was elected to his third term as the MLA for Fort McMurray-Wood Buffalo on
November 22, 2004. On November 25, he was sworn in as Alberta's Minister of Environment. During the 25th Legislature, he served as Alberta's Minister of Municipal Affairs
and as Vice-Chair of the Standing Policy Committee (SPC)
on Agriculture and Municipal Affairs.
After his first election to the provincial legislature on March 11, 1997, Guy
chaired the SPC on Sustainable Development and Environmental Protection. He
also chaired the Cabinet Committee on Climate Change and the Northern Alberta
Development Council (NADC).
Guy brings a combination of academic, private and public service experience
to the legislature. His academic accomplishments include a Masters degree in
Public Administration from Harvard University in Cambridge-Boston, Massachusetts.
He holds a Bachelors degree in Business Administration from St. Francis Xavier
University in Antigonish, Nova Scotia, and an Education degree with honours
from St. Mary's University in Halifax.
For eight years Guy was a college instructor teaching business management courses
at Keyano College in Fort McMurray. He has also worked as a financial analyst
in the oil industry and lectured at the University of Alberta's School of Business.
Guy was a member of Fort McMurray's City Council for 11 years, serving two
terms as an Alderman and two terms as Fort McMurray's youngest Mayor. The most
significant accomplishment of his tenure as Mayor was to examine the makeup
of municipal government and determine how it could be improved. With the cooperation
of local governments, industry, hospitals, schools and the college, Guy formed
and chaired the Fort McMurray Stakeholders' Group. Collectively, the group examined
better ways to serve the region's citizens while reducing the cost of government.
The end result was Alberta's first rural-urban amalgamation into the Regional
Municipality of Wood Buffalo, the largest municipality in North America spanning
69,000 square kilometres.
Guy has received a number of awards and distinctions. In 1994, the International
Association of Business Communicators selected him as the "Top Communicator
of the Year." He also received the 1995 Award of Excellence from the Board
of Directors of the Alberta Urban Municipalities Association in Alberta.
Guy has been extremely active in the community having served on numerous boards
and commissions. He is a member of the Oil Sands Rotary Club, the Fort McMurray
Chamber of Commerce, the Fort McMurray Shrine Club and Chair of the Fort McMurray
Diabetes Association. In his spare time he enjoys coaching minor league sports.
Recently, his hockey team won the international championship at the Quebec World
PeeWee AA Hockey Tournament.
Guy and his wife Gail reside in Fort McMurray.
