Regional Director
|
As Regional Director for the Central Region, Larry oversees a diverse team of multi-disciplinary individuals. The Regional Director administers the mandate of the Environmental Protection and Enhancement Act and the Water Act . The Regional Director is responsible for a consistent and timely approval process, a firm and fair enforcement process, an education oriented compliance process, an inspection program to ensure compliance, development and implementation of regional strategies and plans, a safe drinking water program and service orientation to our clients.
Larry holds a B.Sc. in Engineering from the University of Alberta. He has enjoyed 25 years of service with Alberta Environment and held positions with AENV in Grande Prairie and Edmonton prior to Red Deer. Larry has worked as a Municipal Engineer focused on drinking water and wastewater treatment and as Approvals Manager prior to becoming the Central Region Director.

Regional Approvals Manager |
The Regional Approvals Team is responsible for issuing approvals under the Environmental Protection and Enhancement Act
for activities that have air and water emissions or solid waste
products that must be monitored, regulated and reported. This includes
industrial activities, drinking water, wastewater, pesticides, land
reclamation and waste management activities. Under the Water Act,
activities include approvals for work in watercourses, licensing
all surface and groundwater allocations and managing the water use
priority system during water shortages. |

Regional Compliance Manager |
The Regional Compliance Team has the responsibility
of delivering the Department's compliance program for both the Water
Act and the Environmental Protection and Enhancement Act within
the region. Proactive facility inspections, compliance education,
responding to environmental complaints, report reviews, conducting
investigations and delivering enforcement actions are many of the
major activities performed by the regional compliance staff.
The Regional Monitoring Team is responsible for the ambient monitoring
of the region's air and water resources. Conducting snow surveys;
measuring stream flows and lake /reservoir levels; gathering and
maintaining water quality data; establishing and maintaining meteorological
stations; collecting and analyzing ambient air data; and conducting
special air monitoring surveys are some of the major functions performed
by regional monitoring staff.

Central and Northern Water Operations Manager |
The Operations Team is
responsible for the provincially owned water management infrastructure.
This includes:
- Safe and efficient operations of the dams, diversion structures
and canal systems.
- Safety of the infrastructure through inspections, instrumentation
monitoring, and analysis.
- Inspection, identification and prioritization of maintenance
and capital rehabilitation requirements.
- Public safety through emergency preparedness planning, emergency
response planning, testing and awareness programs.
- Managing environmental monitoring programs on projects such as
Buffalo Lake, Gull Lake, and Paddle River Dam.

Regional Environmental Management |
The Regional Environmental Management team is responsible for watershed management planning, providing scientific expertise related to the health of lakes and rivers, public education and environmental stewardship, aboriginal relations, and environmental impact assessments in Central Region. The team is made up of planners, scientists, public education specialists and aboriginal relations specialists. Some examples of the work that we do include providing leadership for initiatives such as Watershed Planning and Advisory Councils and other multi-stakeholder committees; providing scientific support for Central Region's Approvals and Compliance Teams; fostering greater public awareness of environmental issues and encouraging public stewardship of the environment; and administration of the environmental impact assessment process for major industrial applications as set out in the Environmental Protection and Enhancement Act. |

Regional Information
South Saskatchewan River
Basin Water Management Plan
Alberta Environment is preparing a multi-phase water management plan
for the South Saskatchewan River Basin (SSRB), which includes the
sub-basins of the Red Deer, Bow, and Oldman Rivers (including the
South Saskatchewan). The purpose is to resolve water management issues
like the availability of water for future allocations and river flows

(NES) Strategy
The Regional Steering Group for the Northern East Slopes Sustainabile
Resource and Environmental Management Strategy provided recommendations
to Alberta Environment in May 2003 for balancing economic, environmental
