Health Reform Implementation Team
 
Team appointed by government to monitor progress on government action plan on health. This team oversees and reports on the activities of five working groups:

Members announced January 23, 2002 by Gary Mar, Minister of Health and Wellness.

The team's two-year mandate was to:

  • Oversee the development and implementation of the Premier's Advisory Council on Health recommendations.
  • Identify and address any barriers to implementation such as legislation, policies, agreements and processes.
  • Support the MLA committees investigating various elements of health care reform.
  • Build a coalition of stakeholders to support health care reform.
  • Report progress on implementation of the Premier's Advisory Council on Health recommendations.

The team submitted its final report to the Minister on January 22, 2004.

Expert Panel on Publicly Funded Health Services

The Expert Advisory Panel was established to advise the Minister on:

  • On principles, criteria, and process for reviewing funding of existing services provided through the public health system, 

  • On which broad categories of these existing health services should continue to be publicly funded, and 

  • On a process and criteria to determine whether new or emerging health technologies and services should be publicly funded.

Health Quality Council of Alberta

The Health Quality Council of Alberta (HQCA) is an independent organization legislated under the Regional Health Authorities Act that is engaged in gathering knowledge and collaborating with stakeholders to translate that information into practical actions that can improve the quality, safety and performance of Alberta's health system.

MLA Task Force on Health Care Funding and Revenue Generation

Members announced February 1, 2002 by Gary Mar, Minister of Health and Wellness.

Members of the task force were: Doug Horner, MLA Spruce Grove-Sturgeon-St. Albert; Shiraz Shariff, MLA Calgary-McCall; Lloyd Snelgrove, MLA Vermilion-Lloydminster; Janis Tarchuk, MLA Banff-Cochrane; Peter Kruselnicki, Deputy Minister, Alberta Finance; Robert Bhatia, Deputy Minister, Alberta Revenue; Shelley Ewart-Johnson, Deputy Minister, Health and Wellness; Paul Boothe, Team Member, Health Reform Implementation Team

The task force examined:

  • provincial and regional funding options to ensure public health care is affordable and sustainable
  • a made-in Alberta approach to funding, including medical savings accounts and variable health care premiums
  • options to protect the needs of lower income Albertans and the chronically ill
  • options for raising revenue for both the government and regional health authorities
  • financial incentives to stay healthy

The task force provided its report to the Minister in the fall of 2002.

Committee on Collaboration and Innovation

Members announced March 4, 2002 by Gary Mar, Minister of Health and Wellness.

Members of the committee were: Mary Anne Jablonski, MLA Red Deer-North; Don Tannas, MLA Highwood; Ed Andersen, Chair, Council of Chairs; Jack Ady, Chair, Chinook Health Region; Tom Seaman, Chair, Council of CEOs; Jack Davis, CEO, Calgary Health Authority; Sheila Weatherill, CEO, Capital Health Authority; Bob Cable, CEO Aspen Health Region; Richard Butler, Acting Assistant Deputy Minister, Health Workforce, Alberta Health and Wellness; Bruce Perry, Assistant Deputy Minister, Finance and Corporate Services, Alberta Health and Wellness; Todd Herron, Acting Assistant Deputy Minister, Health Accountability, Alberta Health and Wellness; Jeanette Pick, Health Reform Implementation Team Liaison

The committee developed recommendations to establish:

  • clear and distinct responsibilities for government and health authorities, and more effective delivery of health services by regional health authorities
  • centres of specialization
  • contracts with an innovative blend of public, private and not-for-profit providers to deliver insured services
  • a plan for multi-year contracts between government and regional health authorities.

The September report, Going Further: Building on A Framework for Reform, was released to the public on December 18th, 2002.

Health Professions Act Implementation Committee

Chair, Rob Renner, MLA Medicine Hat

The mandate of the committee is to develop a strategic plan for implementation of the Health Professions Act that will lead to more effective use of health care workers' skills.

The task force provided its report to the Minister May 15, 2002.
