Under 25 Initiative

The AGLC takes the issue of minors trying to obtain liquor very seriously

The Under 25 ID policy is an effective way to reduce or eliminate situations where those under 18 are not asked for ID, and are able to purchase liquor.

In order to raise awareness of this policy among Albertans, the AGLC has launched the “Hard to Tell - Have to Ask.” campaign. The campaign

consists of posters and brochures that will go out to all liquor licensees,

and advertisements in newspapers throughout Alberta.

In 2002, only 23 per cent of licensees were complying with the policy. An audit of the under 25 ID policy PDF, conducted in 2003, showed 67 per cent of licensees were complying with the policy, a significant improvement from the 2003 results. In 2004, the AGLC conducted another audit PDF across the province to determine the number of licensees complying with the Under 25 ID policy. 83 per cent of licensees asked for identification in compliance with this policy. In the 2005 audit PDF, 83 per cent of licensees complied with the policy.

During the 2006 program, compliance increased 4% as 87% of licensees requested identification.

The AGLC will continue to work with our industry partners to ensure there is compliance with this policy to help prevent minors from obtaining liquor from licensed premises. However, it is the responsibility of every individual in the liquor business to ensure minors are not being served liquor.

Various liquor related associations operating in Alberta have also

conducted public awareness campaigns including pamphlets, stickers,

buttons and in-store signage in order to address this issue.
