The Ministry of Gaming is responsible for horse racing legislation in Alberta. The Horse Racing Alberta Act places the responsibility for management and regulation of the horse racing industry in Alberta on Horse Racing Alberta (HRA), a not-for-profit corporation.

The objectives of HRA are established in the Horse Racing Alberta Act and are to:

Govern, direct, control, regulate, manage, market and promote all forms of horse racing in Alberta. Protect the health, safety and welfare of racehorses, racing participants and racing officials. Safeguard the interests of the general public in horse racing.
