Government MLA Review of the Special Constable Program

The Special Constable Program forms an integral part of the law enforcement continuum in Alberta. Through the Police Act, the Solicitor General and Public Security ministry is able to provide special constable appointments to individuals employed by municipal, provincial and federal governments and other public bodies. Through this process, special constables fulfill a diverse set of roles, duties and responsibilities relating to law enforcement. Between May and August 1, 2005, MLA Art Johnston led a stakeholder consultation into the program. On December 7th, 2005, Government approved the release of the Report and Recommendations.

The Special Constable Program forms an integral part of law enforcement in Alberta.

Over the past several months a review of the program has been conducted through Alberta Solicitor General and Public Security under the leadership of Calgary-Hays MLA, Art Johnston. This review stems from a recommendation put forward by the 2002 MLA Policing Review Committee. A report on the Special Constable Program review is posted on this web site. The report includes 17 recommendations.

The recommendations are based on research and information obtained through extensive community consultation. We met with Albertans from across the province over the course of 30 meetings. We also received more than 120 written submissions and gathered information from across Canada, the U.S. and the United Kingdom.

Over the next several months, work will continue to refine the recommendations and develop legislation that will guide the program. The goal is to develop equitable, effective and forward-thinking legislation that will help us as we continue to develop a stronger law enforcement community and a safer Alberta.
