AISH clients to access more benefits
Continuing to implement the recommendations of the MLA Review Committee

Clients of the Assured Income for the Severely Handicapped (AISH) program can now apply for extra benefits, increase their earning power and better understand how extra income affects their living allowance.

Personal Income Support Benefits

Personal income support benefits will help AISH clients meet extra needs like caring for a service animal, special diets or emergency travel. These benefits will help cover both monthly and one-time expenses. To apply for these benefits, contact your AISH worker.

Increased Earnings Exemptions

The increased earnings exemptions will allow AISH clients to keep more of the money they earn through working.

Changes to the Treatment of Income

Clearer rules for the management of income will help AISH clients predict how income they receive will affect their living allowance. Changes to treatment of income from cash gifts, inheritances, honoraria, life insurance and other sources will reduce the effect these sources of income have on the monthly living allowance.

Other Recommendations

The AISH program continues to work on the remaining recommendations of the review committee by consulting with experts about complex cases, cooperating with other ministries and community organizations to improve program coordination and improving client service delivery.

Monthly Living Allowance

The monthly living allowance will increase to a maximum of $1,000 on April 1, 2006.

Alberta Seniors and Community Supports is continuing its ongoing work to implement the remaining recommendations of the MLA AISH Review Committee.

Maximum Living Allowance for AISH Clients to Increase to $1,000 by April 2006

Albertans receiving Assured Income for the Severely Handicapped (AISH) will get up to $100 more each month starting April 1, 2005, and an additional $50 per month starting next year to bring their monthly living allowance to a maximum of $1,000. This is one of 11 recommendations of the MLA AISH Review Committee, whose report and recommendations were released April 15, 2005 by the Honourable Yvonne Fritz, Minister of Alberta Seniors and Community Supports.

One the committee's key recommendations focused on AISH clients' ability to meet both their basic and special needs. Supplementary benefits, not previously available to AISH clients, include assistance with a variety of costs such as children's school supplies, transportation, guide animal allowance and special diets. The supplementary benefits will help AISH clients to meet their special needs while still making ends meet.

The committee also recommended renewing the AISH program by increasing clients' earning power. An increase in the employment earnings exemption allows AISH clients who are able to work, to earn more without reducing their monthly benefit. Many AISH clients want to work, and the new exemption limits will help them keep more of the money they earn before it affects their AISH benefits.

Government also accepted recommendations to improve client service, better coordinate supports for persons with disabilities, clarify income exemptions and provide ongoing training for people who work with clients. All of these recommendations will enable the AISH program to better serve those who need it.

AISH Review Update - February 3, 2005

Update on the MLA review of the AISH program

The MLA Committee reviewing the AISH program is currently preparing its final report and recommendations.

Following the fall 2004 election, responsibility for AISH was transferred to the department of Alberta Seniors and Community Supports. In January 2005, the Honourable Yvonne Fritz appointed Rob Lougheed, MLA for Strathcona, as chair of the MLA AISH Review Committee. Alana DeLong, MLA for Calgary-Bow, was re-appointed to the committee and Dr. Neil Brown, MLA for Calgary-Nose Hill, was appointed as a committee member. The MLA Committee is continuing the work that began in fall 2003 by reviewing the input from the more than 18,000 Albertans who shared their views during the consultation. The committee will use this input in developing its final report and recommendations.

The report will be submitted to Minister Fritz in February 2005, and government will review and respond to the recommendations this spring.

The MLA Committee thanks the thousands of Albertans for their suggestions on how to ensure the program meets the needs of AISH clients.

AISH Review Announcement - September 28, 2004

The Honourable Clint Dunford, Minister of Alberta Human Resources and Employment, recently announced a review of the Assured Income for the Severely Handicapped (AISH) program. The review will continue through the term of the Provincial Election. Department staff will review and tabulate the data, along with the other feedback received from Albertans. The deadline for submissions is November 30, 2004, after which the Government MLA Committee will resume its work.

Through this review, we want to identify ways to renew AISH so it better meets the needs of people receiving AISH, while ensuring the program is affordable and remains available to Albertans who need it.

Your input on how to renew the AISH program will be reflected in a report to government later in the year. Government will then respond to the report’s recommendations in Spring 2005.

  




Public Consultations
October 13 & 14, 2004


Two sessions with the Government MLA Committee to review AISH were held in Edmonton and Calgary. Close to 500 people attended and nearly 90 individuals and organizations presented to the committee members Thomas Lukaszuk and Alana DeLong.
