Capital Plan — Highways and municipal infrastructure
Altogether, more than $3.6 billion will be invested over three years to build and enhance provincial highways, including funding to:

begin twinning Highway 63 south of Fort McMurray,
-
complete twinning of Highway 43 north to Grande Prairie,
-
begin key segments of the Edmonton and Calgary ring roads, and
-
further improve highways throughout rural Alberta.
Municipal infrastructure
More than $1 billion in grants will be available to Alberta municipalities in 2006-07. This includes $600 million through the Alberta Municipal Infrastructure Program, a five-year program which began last year. It also includes more than $400 million a year in other municipal infrastructure grants.

Water and wastewater management
Government will also invest $277 million in water management over the next three years. This includes advancing Water for Life strategy initiatives, specifically:

$126 million in capital grants to support municipal water supply and treatment, and wastewater treatment and disposal; and
-
$7 million to enhance government monitoring of infrastructure.
It also includes:
-
$15 million in infrastructure assistance for municipal wastewater management;
-
$72 million for irrigation rehabilitation; and
-
$57 million for government water management infrastructure.
