1998 Alberta Budget/Three-Year Ministry Business Plans embargo rules
Budget materials will be available on Thursday, February 12, 1998 at 8:00 a.m. to
accredited members of the Alberta Legislature Press Gallery at the Premiers
Communications Office, Room 403, Legislature Building. Guest media have access to room 410
and the Carillon room to set up operations.
Gallery members are required to sign a release form stating they will abide by the
following embargo rules:
- Budget materials can only be viewed in the Press Gallery quarters. Each office in the
Press Gallery is to be secured if the member is absent and the documents are present. The
Budget materials are not to be reviewed anywhere but in this area.
- Media are not allowed to call the public to discuss the contents of the budget. No
one assigned the Budget materials and Three-Year Ministry Business Plans will discuss the
contents with any MLA other than the Provincial Treasurer, nor with any member of an
MLAs staff or member of any government departments staff (outside of technical
briefings and government Communications Directors), or the public until the embargo is
lifted.
- This embargo is in effect until the Provincial Treasurer begins his budget address
February 12, 1998. The Budget Address is scheduled to begin at 4:00 p.m. in the
Legislative Assembly. No budget information or documents are to be released prior to the
start of the Budget Address.
- Provincial Treasurer Stockwell Day will hold an embargoed media conference at 1:30 p.m.
Thursday, February 12 in Room 512 of the Alberta Legislature Building. Budget materials
should be brought to this conference. The Treasurer will not comment on specific details
in the ministry business plans. Those questions should be asked of Ministers, following
the Budget speech. Following the news conference, media can file materials with their
respective outlets in advance of the Budget Address on a strict embargo basis.
- Technical briefings for accredited media are between 9:15 and 12:30 p.m. in the TV Room
in the Alberta Legislature Building. These briefings are intended to provide additional
insight and answer questions about Budget 98 and the 1998-2001 ministry business
plans. These sessions are not for attribution. They are not on-camera sessions and no
recording devices will be permitted. This is for background information only.

10:30 - 12:30 p.m.: Technical Briefing on Ministry Business Plans

- 10:45 - 11:00: Education
- 11:00 - 11:15: Advanced Education, PAO
- 11:15 - 11:30: Family & Social Services, Labour
- 11:30 - 11:45: Transportation, Community Development, Science & Research
- 11:45 - 12:00: Economic Development, Energy, Municipal Affairs, Justice
- 12:00 - 12:15: Environmental Protection, Agriculture, Lotteries & Gaming Commission
- 12:15 - 12:30: IGAA, PAB, Executive Council, PWSS
