Environmental Analyst

This position is responsible for administering the Canadian Environmental Assessment Act (CEAA) on behalf of the Crown. It requires knowledge of Canadian Environmental Protection Act, Species at Risk Act, Fisheries Act and other federal and provincial legislation required under the Indian Oil and Gas Regulations. A major challenge of the position is balancing Band interests in protecting their environment and cultural heritage against industry’s desire for development within the framework of Indian Oil and Gas Canada’s legal responsibilities. The work also involves working with First Nations, ensuring Alberta reclamation criteria have been met by inspecting sites and approving site reclamation prior to surrender approval.

A pool of candidates may be established. IOGC prefers to appoint at Grade Level 8. All candidates who meet the Essential Qualifications may be considered for appointment to the Level 7 position. Those candidates who meet the Essential Qualifications and some or all of the Asset Qualifications may be considered for appointment to the Level 8 position, based on relevance, depth and breadth of education and experience.

First Nations Oil and Gas and Moneys Management Act

A very important milestone was reached for First Nations and for Indian Oil and Gas Canada (IOGC) when the proposed First Nations Oil and Gas and Moneys Management Act (FNOGMMA), referred to as Bill C-54, passed through the Senate and received Royal Assent by the Governor General late in the evening of November 25, 2005. The act came into force on April 1, 2006.

Introduced in the House of Commons on June 1st 2005 and requiring almost six months to go through the parliamentary process, passage of the bill was in many ways the culmination of a process which will enable First Nations to assume control of the regulation and management of oil and gas and related revenues on their reserve lands and/or receive and manage moneys held by Canada in the Consolidated Revenue Fund on behalf of First Nations.

The pilot project leading up to the bill has been championed over the past decade by three proponent First Nations, White Bear First Nation in Saskatchewan, and the Siksika Nation and Blood Tribe in Alberta. These three First Nations have been full participants in both the design of the legislation and in developing the necessary capacity to implement its provisions.
