Scope of work

In developing options for a regulatory framework for water quality in First Nations communities, the expert panel will gather information and advice by:
- reviewing examples of regulatory frameworks and regimes from other jurisdictions and countries; and
- collecting suggestions from stakeholders, through public hearings and written submissions.
The panel will then draft a paper that:
- examines options for a regulatory framework;
- analyzes the benefits and drawbacks of each option;
- indicates issues outside the mandate of the Expert Panel that would have to be addressed to implement the option; and
- provides a comparative analysis of all options.
The panel's analysis needs to take into account the size of drinking water systems in First Nations communities and their geographic locations.
The mandate of the panel does not extend to matters of Aboriginal and treaty rights, self-government agreements, the drafting of federal legislation or the final determination of federal policy.
