Innovation Through Partnership is Canada’s multi-modal ITS R&D Plan. It responds to the challenge of Canada’s Innovation Strategy, and serves both as the third strategic pillar of En Route to Intelligent Mobility and as an important first step in meeting the ITS commitments made by Transport Canada in
Straight Ahead - A Vision for Transportation in Canada (2003-02-25).

A survey of stakeholder ITS R&D priorities was conducted as part of the development of this Plan. The survey suggests a close match between the priorities of ITS stakeholders and those of Transport Canada; stakeholders strongly value collaboration and partnerships in addressing their ITS R&D requirements.
