The Prime Minister established the Expenditure Review Committee of Cabinet in December 2003 as part of a series of initiatives designed to strengthen the Government’s financial management and accountability. Expenditure review is about managing tax dollars wisely, effectively and efficiently and ensuring that the Government can make the best possible investments in the areas that matter most to Canadians.

Budget 2005 identifies nearly $11 billion in cumulative savings over the next five years to be reinvested in priorities that matter most to Canadians.

Efficiencies in all sectors / Reduced Overhead Costs

Industry Canada has identified a large number of changes to improve the management and efficiencies of its operations without negative impact on program delivery. Individually these changes are small, but collectively they will result in a savings of $10.4 million over five years beginning in 2005-06:

Realignment of Information Technology

Industry Canada has also identified the realignment and management of information technology (IT) services as an area where the department can realize efficiencies in its operations. The savings are:

FedNor’s Economic Development and Community Futures Development Programs

A savings of $4.3 million will be achieved through efficiency gains in the management of FedNor’s Economic Development and Community Futures Development Programs. These savings will be reallocated to higher priority FedNor and CFDC activities.

Technology Partnerships Canada (TPC)

A portion of Technology Partnerships Canada’s (TPC) current budget will be directed to other areas of federal priority, while maintaining the key role TPC plays in advancing innovative research and development and commercialization projects undertaken by Canadian companies. Repayments to the program are increasing, and are projected to continue increasing in the coming months and years. These repayments will form a more substantial portion of TPC's budget.

The efficiencies and savings that have been identified will allow Industry Canada to deliver programs that keep us in step with the changing needs of Canadians. The department will continue to work in partnership with our stakeholders to help grow a competitive and innovative Canadian economy.
