Minister's Message

The purpose of this plan is to define Transport Canada’s long-term vision and strategic direction with respect to the safety and security of the transportation system in Canada. The plan presents the overall strategies the department will employ to maximize its impact on transportation safety in the context of governance and economic and social trends, and describes the "intended outcomes," or objectives. The degree to which it achieves these objectives will be the benchmark against which the department will assess its effectiveness.

Transport Canada is moving towards a greater emphasis on performance, an approach in which demonstrating the achievement of results is key. Greater emphasis is placed on industry to demonstrate that its practices are safe and that safety information is systematically shared. This plan targets the behaviour of the main constituents of the transportation system – those who operate and use it – to foster the development of a safety-conscious culture.

We intend to enhance our contribution to Canadian transportation safety by looking five to ten years ahead and ensuring that what we do is linked to a common set of desired outcomes.

We expect this plan to be an invaluable tool as we lead Canadian transportation safely into the new millennium.
