Immigration Process for International Adoptions

Citizenship and Immigration Canada (CIC) is responsible for the immigration process that allows the child you have adopted or intend to adopt to come to Canada.

The brochure International Adoptions and the Immigration Process is a guide to the process of international adoption and the entry of adoptive children into Canada. It provides important information on the basic steps and procedures that must be followed.

Inter-country Adoption Services

Inter-country Adoption Services (IAS) represents the Child, Family and Community Division of Human Resources and Skills Development (HRSD) in its capacity as the lead federal government department for inter-country adoption.

IAS coordinates inter-country adoption issues and information among the provinces and territories, other federal departments, foreign authorities and non-governmental organizations, and acts as the federal central authority under the Hague Convention on Inter-country Adoption.

Provincial and Territorial Government Links

Provincial and territorial authorities in Canada are responsible for authorizing international adoptions. If you wish to adopt a child from a foreign country, you must first obtain information from the adoption authority in the province or territory where the child will reside.
