Our Mandate

Aboriginal and Territorial Relations (ATR) specializes in issues related to the negotiation and implementation of land, resource and governance agreements in the NWT. Through its involvement in these and intergovernmental matters, ATR also contributes to the evolution of governance in the Northwest Territories by helping to build and maintain productive relationships among the federal, territorial and aboriginal governments.

Specifically, ATR staff:

  • ensure that DIAND NWT Region's interests are reflected in the negotiation of land, resource and governance agreements, as well as in implementation plans;
  • co-ordinate work to meet DIAND NWT Region obligations under settled land claims, interim measures agreements, and forthcoming final agreements on land, resources and governance;
  • assist in the development of strategies and policies to advance claims and self-government agreements;
  • promote the interests of the DIAND NWT Region in the formulation of national policies relating to claims, self-government negotiations and issues related to Aboriginal rights;
  • act as program officers to deal with aboriginal clients and the Department in administrating funding arrangements;
  • inform colleagues in other directorates on matters being negotiated that may have an impact on their operations and coordinate input to the negotiating team related to DIAND NWT Region's interests;
  • provide strategic and technical advice to senior management and negotiators on Aboriginal and intergovernmental issues;
  • develop and maintain relationships both internally and externally to ensure issues arising from negotiations are dealt with effectively and within the departmental vision for the North; and
  • support the Intergovernmental Forum and political development in the NWT.
