Civil Aviation administers its regulatory services and safety oversight program through aviation
licensing, certification, audits and inspections. While regulatory oversight of the aviation
system is an essential element to safety it is our fundamental belief in Ontario that to be
successful, we require a 'system approach to safety. Safety is the responsibility of everyone
involved within the Civil Aviation system, requiring a proactive approach that seeks out hazards
and manages risks in the civil aviation transportation system. That is why Civil Aviation in
