Welcome to Finance and Administration's Benefit-Cost site. From here access can be made to the electronic version of the Guide to Benefit-Cost Analysis in Transport Canada. The guide's focus is the benefit-cost analysis (BCA) of transportation projects. Practical guidance is provided on how to evaluate the economic merits of alternative expenditure proposals using BCA. Illustrative examples are included from Transport Canada projects. Where needed the guide discusses the rationale behind key elements of BCA.

A link has been provided to the Treasury Board Benefit-Cost Analysis Guide, which provides a more general treatment of BCA. Further guidance on BCA will be forthcoming in the future at this site. Such publications, which are currently available in hard copy, include:
  • Valuation of Passenger Travel Time Savings;
  • The Value of Passenger Travel Time for use in Economic Evaluations of Transport Canada Investments;
  • The Valuation of Transport Safety;
  • A Guide for Assessing the Benefits of Reducing the Risk of Marine Oil Spills; and
  • Cost-Benefit Analysis of Increasing the Available Draft for Shipping on the Great Lakes/St. Lawrence Seaway;
  • Procedures for Discounting Future Values in Economic Evaluations.
