Joint Planning and Policy Development Forums

Annual Forums
Committees and Communications

In November 1999 an unprecedented event took place which marked a change in the relationship between BC First Nations and Indian and Northern Affairs Canada (INAC). For two days, First Nations representatives met with representatives from INAC in an open dialogue forum, to discuss and make recommendations for departmental planning and policy development.

The attendees agreed that the Joint Forum was a powerful tool that provides a process for including First Nations priorities in departmental plans, priorities and policy development. This approach also promotes a stronger relationship between INAC and First Nations through on-going dialogue and a partnership approach to addressing issues, identifying priorities, and planning to achieve progress towards the common goal of improved qualify of life for First Nations in BC.

A Joint Forum Steering Committee and Secretariat were created to oversee the Joint Forum process and communicate Joint Forum recommendations and progress reports. Joint Technical Committees were established, to work on addressing recommendations arising from the Forums.

The success of the first Joint Planning and Policy Development Forum has led to Annual Forums held throughout the province on important areas such as Economic Opportunities, Accountability for Results, Sustainable Housing and First Nations Administrators and Youth. The forums have also led to exciting initiatives such as the First Nations Public Service Initiative and contributed to the development of Comprehensive Community Planning.

The Joint Forum provides a venue for First Nations to make recommendations regarding the department's regional planning, and programs and service delivery. Changes pertaining to national policy or legislative amendments are outside the scope of the Joint Forum process.

Our success has been measured by:

  • Substantial achievement in meeting specific recommendations from Forums
  • Achievement of a new level of First Nation participation in regional departmental program delivery and policy development
  • Inclusion of First Nation recommendations in the BC Region Strategic Plan and annual work plans
  • Stronger relationships between First Nations and INAC

Through the joint planning and policy development process, and the combined efforts of INAC and First Nations to align and coordinate our priorities, it is hoped that we will have greater success in achieving the long-term results for which First Nation communities are striving.
