Sustainable Development Strategy 2003-2006Industry Canada's Sustainable Development Strategy
for 2003-06; Industry Canada's new Sustainable Development Strategy for 2003-06 builds on the Department's first two strategies but is different in both structure and content. The strategy is characterized by the theme of "innovation and results." Three sustainable development strategic outcomes establish what the Department aims to achieve when the strategy's initiatives are implemented by December 2006. It seeks to further promote innovative eco-efficiency tools, practices and technologies in support of sustainable development, expand the Department's contribution to the social dimension of sustainable development, and present a more results-based performance measurement framework. This report presents the results of an internal issues scan for Industry Canada's third Sustainable Development Strategy (SDS III), 2003-2006. Industry Canada commissioned KPMG Consulting to undertake this study to identify key sustainable (SD) issues and related opportunities from a departmental standpoint. This mid-term evaluation provides a review of the results achieved to date by the Department through the implementation of SDS II, what aspects have changed since SDS I, and the lessons learned from SDS II. This evaluation also identifies implementation questions that need to be addressed for the next phase of sustainable development initiatives by Industry Canada. An update on the accomplishments of the previous SDS I is also included in the study report. Industry Canada convened its Sustainable Development Focus Day on Monday February 24, 2003 in Ottawa. The purpose of the Focus Day was to provide context and strategic direction for the Department's Sustainable Development Strategy III (SDS III). Review of Draft Strategy by Expert Advisory Panel The Expert Advisory Panel is a group of experts invited by the Department to provide specific guidance and advice on the draft strategy. SDS III Consultation Documents For this strategy, Industry Canada contracted Stakeholder Research Associates Canada Inc. to obtain the views of stakeholders through one-on-one telephone interviews and written comments from individuals representing business, industry associations, NGOs, government and academia. SDS Workshop: Consultation with Northern Stakeholders On May 12, 2003 a group (13 participants) of business, community and First Nation community representative from Canadas Northern communities gathered in Edmonton to review and discuss Natural Resources Canadas and Industry Canadas respective three-year Sustainable Development Strategies. The desired outcome of the workshop was to provide an opportunity for northern communities to explore and debate NRCans and Industry Canadas proposed sustainability strategy, providing meaningful input that would guide the federal government policy that is relevant to northern community needs and issues. Consultations on Sustainable Development in Atlantic Canada In a collaborative effort the first of its kind, four government departments and one agency conducted coordinated consultations in Atlantic Canada. They are: Atlantic Canada Opportunities Agency (ACOA), Environment Canada (EC), Industry Canada (IC), Natural Resources Canada (NRCan), and Public Works and Government Services Canada (PWGSC). A total of 109 stakeholders from industry, academia and non-government organizations took part in four consultation sessions organized in St. John's, Halifax, Moncton and Charlottetown between May 5 and May 8, 2003.
