What Human Resources and Skills Development Canada Will Do

In developing a labour market opinion, Human Resources and Skills Development Canada (HRSDC) will examine several factors. A positive or neutral "confirmation" or labour market opinion is necessary for a foreign worker to be issued a work permit. Some of the factors considered include whether a Canadian or permanent resident could fill the job; whether the hiring of a foreign national will help create opportunities or benefit for Canadian job seekers; and whether working conditions and wages offered are in line with what a Canadian would expect.

If you, as an employer, would like to hire a foreign worker, you must apply to the Human Resources Centre serving your area. Find out more about the application process.

When HRSDC grants a confirmation for the job that the foreign worker has been offered, the worker may apply for a work permit at a visa office or, if the worker is a U.S. citizen, at a port of entry.

In some cases, a foreign worker can come without needing an HRSDC job confirmation.
