Canada's Aboriginal Action Plan In 1998 the Government of Canada responded to the Royal Commission on Aboriginal Peoples with a long-term, broad-based policy approach designed to increase the quality of life of Aboriginal people and to promote self-sufficiency. It is called Gathering Strength -- Canada's Aboriginal Action Plan. The vision captured by Gathering Strength is fairly straightforward:
