Funding Resources for Energy Initiatives

There are many financial incentives that exist for renewable energy and energy efficiency projects:

Class 43.1 - Accelerated Capital Cost Allowance and Canadian Renewable and Conservation Expenses (CRCE)

Class 43.1 in Schedule II of the Income Tax Act allows taxpayers an accelerated write-off of certain equipment that is designed to produce energy in a more efficient way or to produce energy from alternative renewable sources.

For general information on CRCE or Class 43.1, please contact: Income Tax Rulings Directorate

Commercial and Industrial Building Incentive Program (CBIP and IBIP)

Natural Resources Canada's Commercial Building Incentive Program (CBIP) offers financial incentives of up to $60,000 for the integration of energy efficient features in new commercial/institutional building designs. The objective of the incentive is to encourage lasting energy-efficient design practices in the Canadian building design and construction industry.

The Industrial Building Incentive Program (IBIP) encourages energy efficiency in the designs of industrial buildings by offering an incentive of up to $80,000 to Innovators that are building new industrial buildings.

Ecoaction - Environment Canada

Ecoaction supports projects that protect, rehabilitate or enhance the natural environment, and builds the capacity of communities to sustain activities into the future. Projects require matching funds or in-kind support from other sponsors, and must have measurable, positive impacts on the environment.

Non-profit groups and organizations are eligible to apply to the Funding Program. The maximum amount available per project is $100,000. Submission deadlines to the Funding Program are February 1st and October 1st annually. There is also a searchable database to help you find funding programs that will suit your project.

Energy Innovators Initiative (EII): Commercial and Institutional Building Retrofits

EII helps you invest in your facilities with Energy Retrofit Assistance (ERA) funding. After you join EII, eligible organizations can apply for the following:

Retrofit planning
Commercial or institutional organizations may qualify for up to 50% of eligible costs for energy audits, feasibility studies, energy management plans, and other project development measures.

Commercial or institutional organizations can qualify for up to 25% of eligible costs (based on projected energy savings) for project development and management, lighting, heating, controls, monitoring, training, and other energy-saving measures.

Freight Sustainability Demonstration Program

The Freight Sustainability Demonstration Program (FSDP) is a five-year, $4.5 million program designed to encourage the technologies or best practices that can reduce greenhouse gas emissions from all freight modes (aviation, marine, rail, truck or inter modal sectors).

The FSDP provides funding to companies and not-for-profit organizations that plan to undertake a freight-related demonstration project of an existing or new technology or best practice.

Green Municipal Enabling Fund

The Green Municipal Enabling Fund (GMEF), administered through the Federation of Canadian Municipalities (FCM), provides grants to support environment based feasibility studies. GMEF supports studies that assess the technical, environmental and/or economic feasibility of innovative municipal projects. The funds support municipal government action to cut pollution, reduce greenhouse emissions and improve the quality of life for Canadians.

The application process is open year-round. An applicant must be a Canadian municipality or its duly authorized partner. If the partner is applying, a letter from the municipal government must demonstrate its commitment to the project.

Home Energy Retrofit Grants

In October 2003, the Government of Canada launched the Home Energy Retrofit Grants program to encourage homeowners to retrofit their homes to make them more energy efficient and reduce greenhouse gas emissions.

Only homeowners who have had the Energuide for Houses Evaluation and have followed up on recommendations are eligible for a grant. The house must achieve a minimum energy performance improvement. There is a cost to the homeowner for the Energuide for Houses service.

INAC Funding Programs

Environment Capacity Development Initiative (ECDI)

The Environment Capacity Development Initiative (ECDI) supports First Nation, Innu and Inuit communities, peoples and economies in their efforts to promote environmental stewardship in a manner that is consistent with the principles of sustainable development. The goals of the program are to improve public health and safety, protect the natural environment and support the development, management and utilization of Aboriginal Traditional Knowledge.

INAC Northern Affairs Program Economic Development - Innovation and Knowledge Funds

Economic Development - Innovation and Knowledge funding is a Government of Canada initiative designed to promote economic development in the North, and development of northern economic institutions, by assisting territorial residents to participate in and benefit from innovation and the knowledge-based economy.

Priorities are to help northerners seize opportunities in the new economy, and to further science and technology - especially filling knowledge gaps regarding publicly-available geoscience, economic indicators and environmental baseline data. The funds are targeted primarily toward not-for-profit activities of organizations and governments, in order to maximize reach by making knowledge and innovations widely available.

Innovative Housing Fund

Gathering Strength - Canada's Aboriginal Action Plan stresses the need to support capacity development amongst First Nations. The Innovative Housing Fund will provide First Nations an opportunity to explore new or innovative approaches that could enable them to access to better housing.

Office of Energy Efficiency

Natural Resources Canada's Office of Energy Efficiency offers a wide range of programs and services to improve energy efficiency in every sector of the Canadian economy. The Office of Energy Efficiency offers financial incentives and other resources, including workshops, data interpretation and hundreds of free publications, to help Canadians save energy and reduce greenhouse gas emissions that contribute to climate change.

Pilot Emission Removals, Reductions and Learnings (PERRL) Initiative

Environment Canada's PERRL project gives Canadian companies, organizations and individuals economic incentives to reduce greenhouse gas emissions. Of the $15 million set aside for this program, $13.2 million will be used to buy emission reductions and removals from eligible projects. The Government of Canada agrees to purchase, on a fixed price per tonne, verified GHG emission reductions from eligible projects in four strategically important sectors:

  • Landfill gas capture and combustion
  • CO2 capture and geological storage
  • Renewable energy
  • Agricultural and Forest carbon sinks

Renewable Energy Deployment Initiative (REDI)

REDI is a 9-year, $51 million program designed to stimulate the demand for renewable energy systems for water heating, space heating and industrial process heating. These systems include:

  • active solar water heating systems;
  • active solar air heating systems; or
  • high efficiency/low emissions biomass combustion systems of between 75kW and 2MW capacity.
