About CIPO

The Canadian Intellectual Property Office (CIPO) is responsible for granting and registering intellectual property (IP) rights in Canada and for ensuring that the information acquired, in exchange for such rights, is made available to the public. The development, management and exploitation of IP is important to Canada's economic development and international competitiveness. CIPO's role is to ensure that IP contributes to an acceleration of Canada's economic development and that the benefits of the IP system accrue to Canadians.

The head of CIPO carries several titles:

Commissioner of Patents, Registrar of Trade-marks and Chief Executive Officer (CEO). Reporting to the CEO are: the Director, Patent Branch (PB), the Chairperson of the Patent Appeal Board (PAB), the Director, Trade-marks Branch (TMB), the Chairperson of the Trade-marks Opposition Board (TMOB), the Director, Copyright and Industrial Design Branch (CIDB), and the Director, Information Branch (IB).

  • The PB or Patent Office receives, processes, and examines applications and grants patents.

  • The PAB provides an appeal mechanism when the PB rejects an application for a patent, and a similar mechanism for industrial designs.

  • The TMB receives and examines applications for trade-mark registration and grants registrations to qualifying applicants.

  • The TMOB provides a mechanism for those who wish to oppose a trade-mark or expunge a registered trade-mark.

  • The CIDB registers copyrights, industrial designs and integrated circuit topographies.

  • The IB fosters the use of IP systems and the dissemination of IP information in Canada.

Also reporting to the CEO is the Executive Director, Corporate Strategies and Services (CSS), who is responsible for the following branches:

  • The Human Resources Branch (HRB) provides a wide range of employee services, which include staffing, staff relations, classification, training and development.

  • The Planning, Finance and Administration Branch (PFAB) provides various services such as strategic and corporate planning, performance measurement and reporting, financial administration, analysis and reporting, and comprehensive administration services.

  • The Informatics Services Branch (ISB) provides information technology services to CIPO's product lines and corporate services.

  • The Corporate Strategies Branch (CSB) develops CIPO's international relations, regulatory plan, policy and services' strategies and provides a wide range of communications' services.
