Resource Partnerships Program (RPP): co-funds activities leading
to the creation and early implementation of a joint working agreement.
Total funding provided in fiscal year 2002-2003: $1,961,308
Projects funded under the RPP program in the Manitoba Region during fiscal
year 2002-2003 include:
- Keewatin Tribal Council - KTC Energy Sector Initiative- Phase II
- To develop economically viable independent power production to serve
four communities currently using diesel generation.
- Chemawawin Cree Nation - Heritage Recovery and Preservation Project
- To conduct strategic planning activities that are intended to lead
to negotiations with Parks Canada for a joint working agreement leading
to the establishment of an Interpretive Centre within the new proposed
national park and recreation tourism opportunities within the community.
- Chemawawin Cree Nation - Hog Barn Biofilters Project- To conduct
strategic planning activities relating to the proposed business opportunities
from chipped debris timber being used as biofilters in hog barn operations.
- Hollow Water First Nation - Bi-Pole III Joint Development Agreement
- To develop a strategic plan to assist the First Nation to determine
the type of benefit and economic spin-offs resulting from the proposed
Bi-Pole III project.
- Nisichawayasihk Cree Nation - Wuskwatim Negotiations - To assist
in negotiations leading to the Project Development Agreement with Manitoba
Hydro regarding the Wuskwatim Generating Station.
- Kinonjeoshtegon First Nation - Jackhead River Dam Feasibility Study
- To conduct a feasibility study for the reconstruction of the Jackhead
River dam to control water levels on the river and at Lake St. George
in an effort to improve local tourism opportunities.
- Kinonjeoshtegon First Nation - Economic Development Strategic Planning
- To conduct strategic planning to establish a framework for an economic
development plan for local resource based industries.
- Little Black River First Nation - Walleye/Sauger Spawning Bed -
Establishment of the Walleye/Sauger Project Committee made up of community
members and government and private to provide technical development
and support for the project.
- Opaskwayak Cree Nation - Traditional Territories Resource Co-Management
Initiative - To develop and complete a joint working agreement that
will possibly lead to a resource co-management regime with the Province
of Manitoba.
- St. Theresa Point First Nation - St. Theresa Point Fisheries Feasibility
Study - To complete a feasible study on the viability of a community
based fish plant at St. Theresa Point First Nation.
- First Nations Limited Partnership (made up of 11 member First
Nations) - Hardwood Forestry Negotiations- To begin the process of exploring
market diversification with European and other markets in terms of value
added options focussing on hardwood products.
- Lake St. Martin First Nation - Hardwood Project - To complete
a feasibility study on establishing a large scale hardwood products
sawmill operation.
- Southeast Resource Development Council - Strategic Planning and
Community Consultation for Winter Road Construction - To conduct strategic
planning activities that are intended to lead to negotiation with private
sector and/or provincial authorities for a joint working agreement.
- Mosakahiken Cree Nation - Stage One: Strategic Economic Planning
- To undertake the first phase of a strategic economic planning process
though a community planning process.
- West Region Tribal Council-Resource Co-management Negotiations
- To assist with the strategic planning and negotiating components of
the creation of a resource co-management regime for the Dauphin Lake
fishery.
- Norway House First Nation - Commercial Fisheries Co-op -To develop
a management plan that organizes the commercial fishing industry in
the community, facilitates participation in a joint working agreement
and assists with the development of a business plan for the creation
of a Cree Nation Processing plant.
- Brokenhead First Nation - Exploring Opportunities from Ethanol
Industry- To complete strategic planning activities prior to negotiating
on the possible establishment of an ethanol plant in the region.
