WESTBANK FIRST NATION SELF-GOVERNMENT ACT INTRODUCED IN THE HOUSE OF COMMONS

OTTAWA (November 6, 2003) - The Westbank First Nation Self-Government Act was introduced today in the House of Commons by the Honourable Robert D. Nault, Minister of Indian Affairs and Northern Development.

This proposed legislation is meant to implement the Westbank First Nation Self-Government Agreement which was signed by Westbank First Nation and Canada on October 3, 2003.

This agreement is the first stand-alone (no land claim component) self-government agreement signed in BC under Canada's Inherent Right Policy.

"This Bill represents an important achievement for both Westbank and Canada. The legislation will help fulfill Canada's commitment to help build practical, effective and flexible self-government arrangements which meet the needs and aspirations of Westbank First Nation," said Minister Nault. "The progress Westbank First Nation has already made on governance has put the community on a path to self-reliance and a brighter future."

The Self-Government Agreement provides for a Westbank constitution that sets out the structure, duties and composition of its government and requires that it be open, democratic and accountable.

The constitution also has a mechanism by which non-member residents on Westbank lands can make representations to the Westbank First Nation on laws that directly affect them.

Legislation represents the final step in Canada's ratification of the Westbank First Nation Self-Government Agreement. The proposed legislation will bring into effect the terms of the Self-Government Agreement and give Westbank First Nation the authority to make laws in certain areas of jurisdiction.
