2-02454 MINISTER ANNOUNCES POLICY TO PROHIBIT BULK WATER REMOVAL IN THE NORTHWEST TERRITORIESYELLOWKNIFE, NWT(December 5, 2003) - Robert D. Nault, Minister of Indian Affairs and Northern Development, is pleased to announce a policy that will prohibit bulk water removal, including for export, from major drainage basins within federal jurisdiction in the Northwest Territories. A similar policy has been developed for the Nunavut. Indian and Northern Affairs Canada (INAC) is responsible for fresh water management in both Nunavut and Northwest Territories. The policy statements that have been developed for the two territories confirms and clarifies how INAC will implement the Government of Canada's position, announced in 1999, on the prohibition of bulk water removal from areas within federal jurisdiction. "This policy is intended to show that although there is abundant fresh water in The Northwest Territories, steps are being taken to ensure the resource will be protected, and used in a manner that optimizes water use within the major drainage basins," said Minister Nault. Jim Antoine, Minister of Resources, Wildlife and Economic Development for the Government of the Northwest Territories indicated support for the approach. "The people of the Northwest Territories value their precious water resources and are concerned about their preservation," the Minister stated.
