MINISTER ANNOUNCES FIRST NATIONS-DESIGNED GOVERNANCE PROJECTS

EDMONTON, ALBERTA (November 5, 2003) - Robert D. Nault, Minister of Indian Affairs and Northern Development, today announced eight Alberta First Nations Governance Pilot Projects totalling $515,390. These projects have been funded to design or enhance good governance practices and tools in First Nations communities.

"The pursuit of First Nations governance is about prosperity and building capacity," said Minister Nault. "Good governance builds hope among First Nations people. Good governance empowers citizens and strengthens their governments, leads to jobs, new business and economic growth. It supports social programs and health of communities."

The following Alberta First Nations/organizations will carry out one project each: Tallcree First Nation; Smith's Landing First Nation; the Aboriginal Financial Officers Association (AFOA) of Alberta; Wesley First Nation; Piikani First Nation; Siksika Nation; Bearspaw Band (Stoney Tribe); and Chiniki Band (Stoney Tribe). For information on the individual projects, please see the attached backgrounder.

This initiative provides funding for communities to develop and implement effective governance tools and practices. Eligible projects include development and updating leadership selection codes, administration of government codes, financial management and accountability codes, and policies on conflict of interest and codes of ethics. Some communities are exploring the benefits of aggregation related to specific governance functions.

The Government of Canada is committed to improving the quality of life for First Nations people by strengthening governance, strategic investments in economic development and education - along with improving and providing safe drinking water.
