First Nations Governance Pilot Projects Saskatchewan Region
The federal government has approved 17 First Nations Governance Pilot Projects in Saskatchewan worth $724,000. Most of these projects involve the development of governance structures, such as rules for community elections, financial management and the operation of First Nations government. All projects are scheduled to be completed by the end of March 2004.
BEARDY'S AND OKEMASIS BAND
This project is aimed at developing a leadership selection code by updating the existing First Nation election code. This project will also develop redress and appeal processes.

COTE FIRST NATION
Cote First Nation will develop a financial management code, as well as update its election act.

KEY FIRST NATION
This project will develop a financial management act, a community-based election code, as well as rules relating to the administration of government.

LITTLE PINE FIRST NATION
Little Pine First Nation will develop an election act, a referendum act outlining how laws will be enacted and a personnel manual that defines the roles and responsibilities of the First Nation's council and staff.

Mistawasis is developing three key pieces of governance-related legislation that address leadership selection, financial management and administrative issues.

financial management policy.

OCEAN MAN FIRST NATION
This project will update the First Nation's election code and referendum procedures, as well as its financial management code and regulations.

PASQUA FIRST NATION
Pasqua First Nation is developing a financial management act to address internal financial management processes, including the preparation of an annual budget and expenditures. The project will also develop an election act.

PHEASANT RUMP NAKOTA FIRST NATION
This project is aimed at developing a variety of legislation, including an election act, a financial management bylaw, rules for council and membership meetings, as well as an historical site protection bylaw to address the conservation of sacred locations and artifacts on the reserve.

SAKIMAY FIRST NATION
This project will develop conflict of interest guidelines, code of conduct for chief and council and a tribunal act, which will establish a local body to address complaints and appeals. It will also study the feasibility of using the Internet for conducting community referendums.

TREATY FOUR GOVERNANCE INSTITUTE
This project will explore the potential for establishing a First Nations public service commission, which would provide human resources planning support for 34 First Nations in Saskatchewan and Manitoba who are signatories to Treaty Four. In addition, the project will develop and test a number of Human Resources planning tools to assist First Nations in attracting and maintaining a skilled First Nations workforce.
