MINISTER ANNOUNCES FIRST NATIONS - DESIGNED GOVERNANCE PROJECTS

Regina, Saskatchewan (November 7, 2003) - Robert D. Nault, Minister of Indian Affairs and Northern Development, today announced 17 First Nations Governance Pilot Projects totalling $724,000 have been approved in Saskatchewan. These projects have been funded to design or enhance good governance practices and tools in First Nations communities.

"The pursuit of First Nations Governance is about prosperity and building capacity," said Minister Nault. "Good governance builds hope among First Nations people. Good governance empowers citizens and strengthens their governments, leads to jobs, new business and economic growth. It supports social programs and health of communities."

Most of the Saskatchewan projects involve the development of governance structures, such as rules for community elections, rules for financial management, and rules that outline how the First Nation government will operate. These projects represent an opportunity for First Nation Governments to engage their members through community consultations on important issues that effect how decisions are made in the community, and how the community selects its leaders. All projects are scheduled to be completed by end of March 2004.

This initiative provides funding for communities to develop and implement effective governance tools and practices. Eligible projects include development and updating leadership selection codes, administration of government codes, financial management and accountability codes, and policies on conflict of interest and codes of ethics. Some communities are exploring the benefits of aggregation related to specific governance functions.

The Government of Canada is committed to improving the quality of life for First Nations people by strengthening governance, strategic investments in economic development and education - along with improving and providing safe drinking water.
