MINISTER ANNOUNCES FIRST NATIONS-DESIGNED GOVERNANCE PROJECTS

Whitehorse, Yukon (November 5, 2003) - Robert D. Nault, Minister of Indian Affairs and Northern Development, today announced one First Nations Governance Pilot Projects totalling $83,294 have been approved in the Yukon. These projects have been funded to design or enhance good governance practices and tools in First Nations communities.

"The pursuit of First Nations Governance is about prosperity and building capacity", said Minister Nault. "Good governance builds hope among First Nations people. Good governance empowers citizens and strengthens their governments, leads to jobs, new business and economic growth. It supports social programs and health of communities."

The Liard First Nation will receive $20,150 to build leadership and senior management capacity to strengthen the First Nation's overall operations. The initiative builds on activities already taking place within the First Nation with a greater focus on leadership and senior management, and provides the entire community with an opportunity to become more aware of their rights and responsibilities.

The Taku River Tlingit First Nation will receive $63,144 to finalize their constitution and citizenship code to assist the First Nation in running more efficiently. Building on the input of elders, leadership and members over the last couple of years, these documents will better reflect the First Nation's culture and tradition, and the needs of all its members.

This initiative provides funding for communities to develop and implement effective governance tools and practices. Eligible projects include development and updating leadership selection codes, administration of government codes, financial management and accountability codes, and policies on conflict of interest and codes of ethics. Some communities are exploring the benefits of sharing specific governance functions.

The Government of Canada is committed to improving the quality of life for First Nations people by strengthening governance, strategic investments in economic development and education - along with improving and providing safe drinking water.
