Backgrounder
Anishnaabe Government Agreement (AGA) Ratification Process
- The First Nation ratification process will take place over a six-month
period, starting in early 2005 and culminating in a vote this summer.
During the ratification period, the Agreement and supporting documents
will be distributed to each eligible voter. In addition, community meetings
will be held to explain the Agreement.
- All First Nation members of legal voting age are eligible to vote
on the AGA. To vote, members must first register. Registration cards,
along with details about the place, date and time for voting, will be
distributed to all eligible voters.
- Voting will be conducted by secret ballot at polling stations in
each First Nation. As well, provision has been made for mail-in voting.
- A Joint Ratification Committee, with representation from each of
the member First Nations and from the Government of Canada, is overseeing
the First Nation ratification process.
- A Ratification Manager and a team of Ratification Officers are responsible
for ensuring the integrity and proper conduct of the vote.
- The AGA and associated ratification documents shall be considered
approved by a yes vote of the majority of registered voters of each
First Nation.
- If the members of the four First Nations ratify the AGA and the accompanying
agreements, the Government of Canada must then pass enabling legislation
before the AGA can come into force.
