Certification and Training
The Branch is responsible for the development and maintenance of
regulations, examinations, and training standards for the certification of
seafarers. This section also issues Certificates of Competency to seafarers
after they have successfully completed all prerequisites and examinations
appropriate to the level of certification. Comprehensive records are
maintained on all seafarers who are candidates or recipients of the
aforementioned certificates.
Pilotage
The Branch provides a liaising and coordinating role between the four
Pilotage Authorities, Transport Canada, the marine industry, other
governmental agencies and pilot associations on matters required to ensure a
safe, efficient and effective pilotage service in Canadian waters.
The Branch guides and participates in the development and approval of
policies, regulations and standards pertaining to the marine pilotage
services provided by each of the Authorities, taking into account the impact
of such services on their international and domestic clientele.
Marine Emergency Duties (MED) Facilities
Support
The Branch funds equipment, vehicles and maintenance for Marine Schools
across Canada for the delivery of seafarers training to meet the
Certification requirements of the Canada Shipping Act.
Central Registry of Seafarers
The Branch collects and maintains seafarers’ records, issues
seafarers’ identity documents, discharge books and prepares statements of
sea service. This Registry contains information on all seafarers who serves
aboard Canadian Registered vessels of or over 50 registered tonnage
including vessels of the Canadian Coast Guard.
Personnel Safety
The Branch is responsible for providing expert advice and technical
guidance on the implementation, monitoring and enforcement of programs
relating to the International Safety Management (ISM) Code, Safety
Management Systems and Marine Occupational Health and Safety (MOSH).
Operator
Competency
The
Branch is responsible for the development and maintenance of regulations and
standards related to operator competency requirements for recreational
boaters in Canada. The Branch is also responsible for regulating private sector
organizations who deliver the Operator Competency Program to the public.
