First Nations and Inuit Transfer Payment

FNITP Overview

The First Nations and Inuit Transfer Payment (FNITP) project is developing an information system that will use web-enabling technology to create an on-line transfer payment business environment that will provide integrated service delivery, enhanced management tools for First Nations, Inuit, Métis, and Northerners; and improved accountability in support of the Transfer Payment Management Control Framework. Transfer payments are made to First Nations governments, Inuit communities, Northerners and their organizations to enable the delivery of essential services to their respective community members, in accordance with Treasury Board’s Policy on Transfer Payments and INAC’s internal accountability, performance reporting and evaluation requirements.

The transfer payment management control framework (see figure below) consists of many business processes that include recipient entry assessment, management of funding agreements, recipient reporting, monitoring and compliance, intervention, and year-end financial reporting.

The FNITP system will become an information management vehicle to support the departmental Transfer Payment Management Control Framework. For further information, please contact the following persons:
