Publications

Oil and Gas Approvals in the Northwest Territories -Sahtu Settlement Area and Oil and Gas Approvals in the Northwest Territories -Gwich'in Settlement Area are both guides describing the regulatory processes to assess and approve applications for oil and gas exploration and development in specified locations in the Northwest Territories. They should serve as common reference for use by anyone engaged in the regulatory process for the oil and gas industry, working on Sahtu lands, Gwich'in lands, or Crown lands.

The Guides are descriptive only; the legislation and regulations remain the final authorities. For any particular project, the Operator will have to refer to the appropriate legislation and regulatory authorities for clarification and interpretation of specific requirements.

The Guides deal strictly with authorization processes. Once a development is approved, the Operator must comply with both the terms and conditions of the authorizations and post-licencing regulations.

These publications can be downloaded at www.oilandgasguides.com or obtained in either hard copy or on CD-ROM for a small fee at:

Oil and Gas Royalty Submissions in the Electronic Era

With increased northern exploration activity and an increased interest in Delta gas on the horizon, modernizing of the prescribed manual royalty submission forms in today's environment has become a priority. Such modernization is consistent with Government-on-Line and other regulatory body initiatives moving the government towards electronic submissions.

An industry working group consisting of companies that currently face the challenges of the manual royalty submission process, wholeheartedly supported the process and during several consultations provided much welcomed advice, ensuring that the increased complexity of petroleum production the North can be accommodated by the model. The model is now ready to be shared with and tested by industry.

An assessment of the model is being undertaken to determine its limits and capacity, given that the number of producing properties continue to increase and its potential it for electronic royalty submission and linking the information to management and analysis tools such as forecasting modules and investment royalty credit tracking.
